The project aimed to build a central information system for more efficient data exchange among various public administration organizations as a prerequisite for implementing the anti-bureaucratic principle of “The Once Only Principle“.
The Information System of the Central Management of Reference Data is built on the TALEND software platform and consists of the modules:
- Data integration and ETL
- Data quality
- System integrations
- Master data management.
The implementation of the system enables public administration to reference and identify against available reference data registers, as well as provide and consume data from selected entities. Initially, data from various areas were provided through the Information System of the Central Management of Reference Data, including taxation, non-payment of social and health insurance, extracts from registers, and job seeker records.
The system in its current form allows public authorities (PA) to reliably access reference data, basic registers, and other objects recorded by other PAs. Citizens are relieved of the obligation to submit documents about information stored in registry databases, following the principle of “The Once Only Principle“.
A citizen or company provides their data to the state only once, with the distribution of data to institutions needing them for specific actions being ensured by public administration information systems that share data through integration with the Information System of the Central Management of Reference Data information system services. PAs interact with Information System of the Central Management of Reference Data as data providers or consumers.
The use of electronic public administration services is simpler and more transparent, allowing citizens to flexibly address various life situations requiring communication with the state directly.
